In this case it would probably be best to deploy backwards (Using Compare, from Prod to Dev) so that Dev has all of the hotfixes that are currently on Prod. Alternatively you could restore a backup of Prod in your Dev environment. Either of those methods would make the revision numbers equal again (v1024 in your example).

It sounds like this is a permissions issue specifically with the SQL Backup Agent service account used.

We have kept the same structure for the SQL Release plugins - so unless you edit the PowerShell script to reduce the number of Cmdlet calls to the minimum acceptable (as Chris Lambrou mentioned above) it will be the same speed until the Engine is fully refactored (which is a major bit of work).

It was good working with you and I am glad you are up and running now!
For everyone who is reading this (and using Auditing in Azure), you can edit either the security-enabled connection string or the security-enabled access settings to allow the tool to connect properly.

If you go to the Setup tab, then scroll down to "Options just for this database" and click on the blue words "Comparison options" the options will pop up, scroll down and you will see the option to ignore statistics.
I also recommend you upgrade to the latest version of Source Control v4.
