This error is usually seen after a call to "C:\Windows\system32\inetsrv\appcmd.exe list apppools".
The easiest solution to this issue is to access the services for your operating system, open the associated process and explicitly assign it an admin account to use rather than system default.
Alternatively you can manually define the required permissions for the user at an account level.
