when pushing commited changes to devop from SSMS, the push fails because the branch is protected and requires a pull request before it allows changes to be commited.
this is not highlighted in SSMS.

am i missing something, or a process?

Unfortunately, this isn't supported in SQL Source Control and so I would advise posting this feature request on the UserVoice forum: https://redgate.uservoice.com/forums/39019-sql-source-control
