Transfer license to another user

We have SQL Packager/SQL Compare/SQL Data Compare in both version 3 and version 5. We're trying to transfer the version 3 license from one user to another. We recently hired a database developer and would like transfer the license from our software developer to our database developer.

Although the user that had the software previously has uninstalled his copy, when the user to whom we're transferring the license tries to activate the software, they get an error telling them that the software has been installed on too many PCs. We're not sure what we're doing wrong. Any help in transferring this license would be appreciated.

    Not sure if you've managed to solve this issue by now. Must have slipped through our net. There is now a de-activate tool which can be used to release a license from an old machine.
