To make sure we are on the same page, I believe you are referring to the use of "SETUSER" vs "EXECUTE AS" with reference to the SQLBackup executable, correct?
If that is the case, this has been reported as SB-5607.
Apologies, but I do not have an ETA for a fix at this point, though you are welcome to periodically check back as to the status of the situation.
