including target only data

I am synchronizing the data from a production database to a development database in order to have identical data in the dev database as is in the production db. What happens when the "include target only" checkboxes are ticked? Does that mean that data that only exists in the target db remains there? If I do not want this data in the development(target) db should I then exclude the target data? By excluding the data will it be deleted?
