Thank you for your forum post.
Sadly there is insufficient information to accurately identify the cause to of the problem. It does appear that Flyway process is having connection problems to your postgresSQL DB.
Would it be possible for you to provide the whole output as a text file and send a copy of the text file to support@red-gate.com? This will create a support ticket for us to investigate further.
Also could you please confirm the version of Flyway CLI you are using?

The CLI Version installed right now is 9.21.1
