I've also had this same issue after my work desktop was replaced this week. Only it is failing every time within 30 seconds no matter what I do, even if I run run the executable and do nothing. I've confirmed that the account running the installer has admin permissions and the installer is being run as admin. I'm getting the exact same error code and error in the event log.
I checked and I have 7zip installed (just incase that matters) and I have .net 4.8 (since a prior recommendation was to have 4.6.1) and I tried changing the temp location, but the command didn't work for me. Also the machine in question is isolated from the web, so if there is any downloading necessary it won't be able to complete that, but I believe the installer isn't supposed to require a connection.

I'm having the same problem. Windows 10 fully updated, running installer as admin doesn't help.

We are currently investigating this error. Please can you try using this SQL Toolbelt Essentials installer instead and see if it works for you?

That worked for me - the installer did not throw an error and SSMS 19 has tools installed!!

There are instructions on how to extract from msi
Installing from the .msi file (silent install) – Support (red-gate.com)
By following this, I was able to get installs for SQL Prompt and SSMS tools to finally install. -
