The documentation at the following page:

It doesn't make sense for the login performing the comparison to be a member of the 'sysadmin' server role
and to be granted the VIEW SERVER STATE permission as the 'sysadmin' server role essentially has that permission implicitly.
Please could you clarify the requirement?
