I have tab history disabled. But every time I start SSMS 2017, the Change Automation tab opens. I don't want this to happen.

I'm afraid currently, you can't disable it. This is by design, but we are reviewing feedback.

My feedback would be to allow end users to control how to configure the software they install on their computers. I removed Change Automation from my computer. I no longer have to deal with its tab when SSMS starts.
