Disk Usage report graph - data up and down

Based on disk usage report from Estate for last one year, our graph looks like it stays up for few weeks and down for few weeks . Ex : 10 TB for 3 weeks and 5 TB for 3 weeks and this graph keep goes on to higher number based on usage but keep coming down on alternate weeks.

Question here is since it reflects what is actual storage used, our assumption it is has to gradually grow to higher rather than going up and down . When I projected this to my manger , first question I got was how the half amount of  storage usage came down in middle and went up again?  I read the Redgate documentation that does not clarifies this answer for me. We need help us on understanding this report.
