New stored procedures not being dropped first with "Drop/Create" option

In SQL Compare 13, when I choose the options "Drop/Create instead of Alter" and "Use existence checks", it seems to have stopped doing drops first for new stored procedures before creating them. Was this behavior recently changed and why?

    We are not aware of any change with those options. What's the full version number of your SQL Compare? Do you have any examples? Screenshots will be most helpful.
