SQL Toolbelt says SQL Compare already installed when it isn't actually!

I installed SQL Compare 13.7 and then had to uninstall it due to some reason. Now, when I'm re-installing it, the SQL Toolbelt says that you already have it installed on your computer. Even after multiple PC restarts, the issue isn't going away. Checked it multiple times in the Control Panel's uninstall list, it's not listed there, nor does it open when typed in the windows search bar.
