I believe this issue is resolved from your support ticket but for anyone else reading
the solution is to navigate toC:\Program Files (x86)\Common Files\Red Gate\SQL Backup\ and delete the SQBShellExt.dll manually, I would also remove any other files here and then retry the installation.
If you can't manually delete the file you would need to reboot SQL Server or the Physical Server itself to release whatever has a lock on this file.
