How do I deploy from the command line?

I looked at the instructions on the TeamCity plugin page, but for deployments it says use Octopus Deploy (which we don't want to use) or to "contact your release tool vendor".

Can you point me to some instructions on how to deploy from the command line or from PowerShell?
