7.1.18 - PLEASE, put the Select and friends buttons AT THE FOOT OF the Alerts Page

When I've scrolled down through my 100-alert list and have to "Go to Top" to select-and-clear, isn't that rather a UX negative? It used to be there, but now it's not, and that's just a plain nuisance...

In case a reminder of which buttons are wanted-back, image is attached.

Please give them back to those of us who choose to have large item lists...
