What exact permissions are needed for the user to un encrypt stored procs

I have purchased sql prompt but i need the exact permissions needed for the user to be able to un-encrypt. I cant give out sysadmin, which im sure is the workaround. Currently the user has db_owner on the db, and has "view any definition" and "view server state", which is what the docs state it should have.
