Managing SQL Source Control license

My PC crashed and I had to setup a new PC. When I install SQL Source Control it tells me that the activations has been exceeded. When I login to the Portal, I can't see how i can deactivate the license. Could you please advise?

    In order to deactivate the serials, You can use the tool inside the documentation link.

    I have tried the tool, but when I run it on my new PC, the boxes are not showing anything for the serial # that I can deactivate. This is because I'm running on my new PC where nothing has been registered yet. I can't run it on my old PC because that PC has crashed.
