Can you try installing again from this installer?
If that doesn't work, I would try running the installer again, but with logging to see if that provides any clues. You'll need to run it with this command line -SQLToolbelt.exe log D:\Logs\mylog.txt
Obviously you can change the logfile path to be whatever you want. Once you've got the log, I'd have a look to see if there is anything obviously wrong in there. -
Please ignore, I've found that it's due to a new group policy. Off to visit the Network guys to discuss with extreme prejudice!
