Source Control for Oracle does change the case. It occurs quite early in the comparison processes that take place while populating data from the schema or repository. I believe this action is taken to make the comparison easier. Sadly there is no option to turn off this action.
I believe that Oracle will upper cases all nonquoted identifiers, you could argue that the Redgate Tools are following this practice.
