Please can you try restarting the SQL Monitor Base Monitor service. Do any newly generated alerts show the same behaviour?

I don't receive SQL process fragment (long running query alert) after 4.0 installation. -

In my case, the problem was lack of resources on the base monitor server. The process which adds the detail to the mail was timing out. I added some extra memory to the server and the problem has been resolved.

Well, I'm using 8gb in server monitor. Should I add more memory?

I am currently running 4.0 but I had this issue in 3.5 as well. I thought if I upgraded to 4.0 the problem would go away but unfortunately not.
