  Please can you confirm the time-zone of:
  
  - your webbrowser
  - the SQL Monitor Base Monitor service
  - the entities you are are monitoring.

  Looking back at the details. It lists that the block occurred at 10:33. The following two times are the times that the processes started, and so do not have a relation to the time of the block other than to help you identify the processes involved.
  
  Does that make sense?

  If you mean: Users began to use Application at : 8:41 and 8:43 and some process, belong to that Application, was blocked at 10:33 then that make sense.
