I have had a similar issue using Octopus Deploy, same error message despite correct licensing and activation. I was able to run the command successfully from Octopus Deploy in a Powershell window directly on the server. The problem turned out to be that the Octopus Deploy Tentacle (agent) service was running under Local System user. Switching to the user I logged on as resolved the problem. / comments
