Why are certain tools enabling trace flag 3604?

I've noticed that certain tools such as SQL Data Compare are executing DBCC TRACEON(3604) when running.  Is this by design and if so why? I really see no reason for Data Compare to be calling this.

I'm happy to help. We don't currently have a project planned at my office, but It could certainly spark some interesting conversations plus I certainly have room to do so some research with some of our datasets in test/dev. / comments

We are not currently in a data masking project, But one will be coming down the pike.  In the meantime I'm happy to help beta test using our DBA test shard here at the office. / comments
