Please make sure that you're pointing to the correct assembly. In trying to replicate this I get the expected result that mirrors the original in both debug and release mode.
Can you show us the IL that .NET Reflector provides? Have you double-checked that the assembly targeted by Reflector is the same one Reflexil is disassembling? / comments

I hate to admit it, but I resolved the issue through a quick reboot. I usually keep my workstation on 24/7 so I didn't realize there was a pending setup that had finished that was preventing the installs from continuing.
Once I restarted the issue went away.

Because it was never open source.
Further, I'm pretty sure Lutz wasn't planning on keeping it free forever. If he were planning on making it free, he wouldn't have given it to a company, that sells products, he would've released the source.
The source which, even through itself is cryptic because it uses an obfuscator, and other build tools that consolidate multiple components into one. If he wanted it to be free forever, he would've released the source.
