Regarding linking SQL Source Control to SSDT projects, I am afraid that this is still an unsupported feature.

I am not sure if I fully understood your question, so please feel free to correct me if I got it wrong.
Aspects about DLM Dashboard which I believe are relevant in your situation:
- DLM Dashboard does not add data to any monitored Databases
- It creates a single Database, named Redgate, on all the monitored servers
If you want to to completely remove Dashboard from a server please run the following script: http://documentation.red-gate.com/downl ... 227&api=v2
and delete the "Redgate" DB.

Yes, there are other ways of comparing Databases in SQL Compare other than having them running on a SQL Server instance:
- Directly from a Backup File*
- SQL Compare Snapshot
- Source Control*
*Option available in SQL Compare Professional only

Installing DLM Dashboard will setup a DDL trigger and 3 stored procedures setup on the master database and will create a new database on the instance, however, it will not change the schema of any user databases setup for monitoring.
When adding a database to be monitored you need to specify an account able to connect to it but which doesn't need any change permissions on it: Database account
When you add a database, you provide credentials for an account that DLM Dashboard uses to connect to the database. If you choose Windows authentication, DLM Dashboard will connect to the database with the account that the DLM Dashboard services run under.
This account needs:
the VIEW DEFINITION permission on all objects in monitored databases
the SELECT permission for the system view sys.sql_expression_dependencies
if you have encrypted objects, sysadmin and VIEW SERVER STATE permissions

I am afraid that at the moment it is not possible to set a particular alert to be raised at a specific time window only.
May I suggest that you request this feature on the SQL Monitor's uservoice webpage?
You and others will be able to vote for it and user feedback on this page will be taken in consideration when selecting and prioritising features to add to any future SQL Monitor versions.

Current versions of SQL Source Control will detect case changes according to the Database collation settings, if it's a database with a CI collation it will not detect differences in case sensitivity.
