SQL Backup templates are stored in the following registry key :
HKLM\SOFWARE\Red Gate\SQL Backup\BackupSettings\<instance name>
These registry entries can be transferred to work on other instances/servers.

The error you are receiving is generated by your operating system.
Any SQL Backup or SQL Server return or exit codes will recording into the SQL Backup log file for the job that was running when the error occurred.
By default these are located : $:\Documents and Settings\All Users\Application Data\Red Gate\SQL Backup\Log\<instance name>

Hi Aaron,
The SQL Backup GUI explicitly checks sysadmin access for the logged in user/SQL Authentication provided when connecting to the server.
There is no way around this if you want your user to use the GUI, you could let the user use SQL Backup via the Extended Stored Procedures by granting execute access as per Peter's posts above.
A change to let non sysadmin users use the GUI will be considered for a future release.
