Formatting error on bulk comment

I am getting the following formatting error on a bulk comment (example that breaks shown below)



This occurs with the default style unmodified.  I have version 10.14.21.9884

The error goes away if I remove the blank line in the bulk comment or if I add another blank line to the bulk comment.
