SQL Prompt Insight Icon/Tooltip hovers over all programs

I am running the latest build but I have had this issue on all version the last 6 months. I end up with an lightbulb button on my screen across all apps. It stays there until I reboot the whole computer:



Has anyone else experienced this? I have dual monitors, but it doesn't seem to care which monitor I am using for SSMS.

    What does the lightbulb correlate to? If click on it, what shows on the screen?
