Is there a way to *dock* Tab History?

I would *love* to be able to use Tab History to navigate my open tabs, but the darn thing won't dock and closes every time I click on it.   

If not -- it would be an awesome feature if there was a "Tab Navigator" panel for use just with open tabs; I also wish tabs were "starred" by default if they are pinned.  Thanks!
