We plan migrating SQL Server to PostgreSQL with Babelfish compatibility on AWS. SQL Data Compare is unable to compare the tables even though Babelfish provides T-SQL compatible connectivity over port 1433. Has anyone tried comparing between SQL Server and another DB engine, say PostgreSQL using SQL Data Compare? If Data Compare is not the right tool, any alternate tool suggestions?

Currently, there is not a Redgate tool that I would confidently recommend for your use case.
We're in the first phase of rolling out PostgreSQL comparison functionality, currently, it's in our DevOps tools but that could likely change. You might finf the following post a useful read:
