CREATE DATABASE SCOPED CREDENTIAL / failed to format

the following statement will cause an error when trying to format.

CREATE DATABASE SCOPED CREDENTIAL [my-storage-credential]
 WITH IDENTITY = 'SHARED ACCESS SIGNATURE',
 SECRET = '?sv=2019-12-12&ss=test';
