install sqlmonitor on sqlserver 2019

  Its not Supported but in effect does work without issue - it will be officially Supported soon.

  ok, i will try to reinstall the whole windows server then maybe that will solve my problem. 
  problem is not sqlmonitor itself its iisexpress or the webservice.

  after i reinstalled my windows server it worked like a charm
