I have SQL Change Automation version 3.3.19233.10102 installed on my machine which I should be able to use for free with my VS 2017. When I open VS 2017 though, it is somehow identifying as version 4 of SQL Change Automation and asking me to Activate/Buy the license. Any idea on why that is happening?

You should be able to use SQL Change Automation 3 Core Edition in Visual Studio 2017 Enterprise. If this isn't working for you please open a support ticket here and we will investigate this.
