CPU Utilisation alerts after instance boot - bug?

Hi guys.
We are currently getting high CPU utilisation alerts every morning after our UAT and dev instances boot from an overnight shutdown.
The issue I have with this is that the alert across all instances should be triggered after a 10 minute surge of 95%+ CPU usage.
Having checked the Machine: processor time metric in the Analysis graph and the graph in the overview screen (both attached), CPU usage is nowhere near 95%.

Highest peak of CPU usage is 78.41%.

Would there be any reason why this would alert after a restart?

Running 9.1.7.

    Its possible this is down to the Permission sampler as that runs on boot up. If you can send the log files in to support we can also investigate turning off that sampler as a test.
