We're looking to upgrade our SQL Monitor v8.x server, running on Windows 2008 R2 and SQL 2008 R2, to the latest version and want to use Windows Server 2019 for all new VMs. We only have 3 SQL servers to monitor, so it's not a heavy-use situation. We'll probably a few of our Dev/QA servers as well, but that's still only a total of 6 SQL servers. Also moving from Hyper-V 2012 to VMware v6.7 U2

It can be installed on Server 2019, but isn't Supported as we just haven't tested it (yet). In practice I have noticed no problems but just be aware that it might have some untested configuration.
We do not support Server Core, and currently have no plans to do so. You can add that as a request here: https://sqlmonitor.uservoice.com/forums/91743-suggestions.
