  Sorry, I meant is this your first deployment to this database? After a deployment a migration log and a schema snapshot should be in your target database. In this scenario it looks like there isn't a schema snapshot in the target database that you are deploying to.

  It's not the first deployment to this database, both __MigrationLog and __SchemaSnapshot exist in the database and have data in them.
