How to prevent Reflector from upgrading to V10

I install V9 for VS2017 & in VS -> Tools -> Extensions & Updates -> select .NET Reflector VS Extension & uncheck: Automatically update this extension. However it keeps upgrading to V10 for which I have no license. How to prevent this situation?

    What about if you run VS as an administrator, then disable extension updates globally, under Tools > Env > Extensions & updates > All user extensions
    ? 

    If that doesn't work - I'm not sure I'm afraid. This is handled by Visual Studio, rather than Reflector so I'm not sure there's anything we can do.
