Build Failed Due to Could not install SqlChangeAutomation from any registered PSRepository

Hi,
I have installed the SQL toolbelt on my computer and also added the Redgate extensions  - "SQL Change Automation: Build"  on my TFS server. While I'm running a build I'm getting the below error. Could someone please able to suggest the approach to resolve this issue?

    You need to install PowerShellGet if you are using an older version of PowerShell.

    I would also add, if you have PowerShell 5.0 installed this is part of it.  Also, you can manually install the SQL Change Automation component from SQL Toolbelt if installing PowerShellGet or upgrading to 5.0 is not an option.

    I am getting this same error running the redgate task in Azure DevOps.  This worked as of yesterday.  Is there anything going on with Redgate that would cause this to fail?

    On June 11, 2019 we updated the SQL Change Automation PowerShell module but the only change was updating SQL Compare and SQL Data Compare. That has no effects on PowerShell requirements.

    Are you using the latest version of the Azure DevOps plugins?

    sorry for the late comment but I am having a similar issue. Could you please specify where the install should take place? on the actual server? or is there some kinda of marketplace install like when we installed the task?
