Octopus_ How can we bypass schema distribution in Octopus when no files modified

This is regarding Octopus deployment tool, 
> How can we by pass Schema distribution in Octopus definition when no schema files are modified for a specifiec deployment ? 
> How can we plug in new server request step into a Octopus definition when we have modified files?
