Is the licensing for SQL Compare per user or machine

I'm currently looking for a good SQL compare tool and have been recommended the Red Gate tool. The only issue I have is I use a different VM for each of my clients, so ideally don't want to be buying a new license every time I get a new client.

    You purchase a per-user license; by default you will need to deactivate the license on the previous machine before using it on the next machine, but talk to Sales and you may be able to get extra activations for this use case.
