How to license build sql server

Hi everyone,
I am just wondering how does everyone license their underlying SQL Server instance for the build server for SQL Clone? Does it qualify for developer edition, or does it need to be licensed as a production server? I can see the argument for both, but just wondered what everyone else does/what we should be doing?
For us, the instance is not used for any other purpose (mainly due to the size of the databases that will be cloned), so it seems a bit of a waste of a production license.

    I would guess this is a dev edition server as it's used for development. The build agent is essentially a developer user.

    As long as your team is licensed for SQL Clone, you don't need an additional license for the build server.

    Explicitly, entitlements are not required for "Contributing changes to an automated process which use database clones".
