That's a fantastic change! I can see a lot of use for it.

I think this new feature will be helpful. I wish there was a better way to implement it, although the permissions requirements will likely be met in most cases without needing an environmental change. I don't like that it is tied to a full Toolbelt license, but I can see the financial incentive for doing that.

We have recently released an update to SQL Monitor that lets you see when a deployment has been made when using one of Redgate's deployment tools (ReadyRoll, DLM Automation and SQL Compare).
The deployment is put into context with SQL Server performance metrics, so if you suddenly see huge spikes in I/O you will instantly be able to see if a bad deployment was the cause of this.
