SQL Toolbelt says its "Already Installed"

I uninstalled SQL Compare in an attempt to fix a starting issue with it. Now the installer thinks its installed and won't allow me to install it. Anything that was previously installed and removed exhibit the same issue.

For that type of issue I would recommend running the Microsoft Fixit for install and uninstall issues:
https://support.microsoft.com/en-us/help/17588/fix-problems-that-block-programs-from-being-installed-or-removed
