Transfer (deactivate/activate) license key without the UI?

Is there a way to script (cmd, powershell, reg files, etc.) the deactivation and activation of a license key? I'd like to temporarily deactivate SQL Backup on a production server and activate on a test restore server, to test the restores of the SQB files, then reverse the process to get the license back onto the production server.
