What version of SQL Compare are you using?
If you're not on the latest version please can you try upgrading? Does that help? -

"PrivateKeyEncryption should be NA, MK, PW or SK"
Parameter name: privateKeyEncryption
Actual Value was CP.
I get this during the very first phase of registering data sources.
