What specific version of SQL Monitor are you working with?
The issue you are experiencing typically is related to either the SQL Server Service being turned off, or not running, or the wrong port is specified in the SQL Monitor credentials section.
Are you using a standard port? If not, you need to go to Monitored Servers and edit the properties for the credentials section, specifying the non-standard port.
If neither of these work, we can try checking out the logs

A network-related or instance-specific error occurred while establishing a connection to SQL Server. The server was not found or was not accessible.
Verify that the instance name is correct and that SQL Server is configured to allow remote connections.
(provider: TCP Provider, error: 0 - No connection could be made because the target machine actively refused it.)
