Filter and command line

I am trying filter out users and schemas from being compared when using command line option. The filter was created in the gui and it looks fine. When I run the following command it still compares the users and schema. Am I missing something in my command?

C:Program Files (x86)Red GateSQL Compare 11SQLCompare.exe" /scr1:C:SVNDB1 /revision1:HEAD /Filter:new.scpf /server2:db1 /database2:db1 /verbose /Force /include:Identical
