Upgrade Issue

I'm trying to upgrade from 4.6.0.815 to 5.0. I get the following error during the "Select Service Application Startup Account":

The account raddon\sa may not have the Log On As A Service right

This is the account that both SQL and SQL Agent use to start up. I have verified the password as well. I can use Remote Desktop with the username/password. The account is part of the local Admin group. The local security policy does show this account as having rights to log on as a service.

I'm running on Windows 2000 SP4 and SQL Server 2000 Developer Edition SP3. Any ideas as to what is wrong?
