I think the whole system of distribution has changed in version 10. Have you tried adding the /activateserial argument?

the online help for v10 says I need the mod files
I tried running with the new activateserial switch but that too did not create the mod file

Starting with SQL Compare 10.2.0.1337, there is a new "automation licence" for SQL Compare. Sorry the docs are out of date. I'll email the sales team and see if they can send you a new serial number.

what is this license? why is the license changed?
I own a pro version (in the sql toolbelt) so I can use the command line in various environments. am I supposed to buy a new license now?!

    Hi Dan,

Please wait for an email from our sales people. I haven't been given any guidance as to how to approach this - basically the licensing is being re-done for the command-line in order to support "continuous integration" and "deployment" in a better way.
